Permit Expediting in Collier County
Collier requires electronic submittal with validated digital signatures on every sealed document. A wet-signed PDF scan is not a submittal here, and finding that out at intake costs a cycle.
The Collier County rules that decide your first cycle
Collier is strict about how documents arrive and about who is allowed to contract in the county. Both are administrative rather than technical, and both are entirely avoidable sources of delay.
Electronic submittal with validated digital signatures
Contractors, design professionals and agents other than owner-builders must submit through the GMCD Public Portal on CityView, and documents requiring a professional seal must be digitally signed with the digital certificate validated by GMCD Client Services. A scanned wet signature does not satisfy this.
Two routes to contract, and you need one of them
Collier requires anyone engaged in construction contracting to hold either a county Certificate of Competency, established under county ordinances 2006-46 and 2013-67, or to be a state-certified contractor. Both routes are administered through the county's Contractor Licensing office with separate application and renewal processes.
Everglades City has no building department of its own
Everglades City permits and inspections are handled entirely by Collier County staff under a recorded interlocal agreement. There is no city-level building office to file with, which surprises people who assume an incorporated city means a separate department.
Big Cypress Basin, not the main SFWMD offices
Collier is covered by the South Florida Water Management District's Big Cypress Basin, which handles administration, planning, environmental permitting and right-of-way permitting locally rather than through the district's Everglades-focused offices. It is a different contact path for site work approvals.

Three municipalities, and one of them — Everglades City — is permitted by the county rather than by itself.

Can I submit scanned signed plans in Collier County?
No. Documents requiring a professional seal must be digitally signed, and the digital certificate has to be validated by GMCD Client Services. A scan of a wet signature will not be accepted, and this is one of the more common first-cycle rejections for out-of-area design teams.
Do I need a Collier County licence if I hold a state licence?
