Permit Expediting in Monroe County

In the Keys you do not simply apply for a building permit. You compete for one. ROGO allocates a limited number of permits a year on a point-scored basis, and plan review only matters once you have won one.

Why the Keys work unlike anywhere else in Florida

Monroe County is a designated Area of Critical State Concern with a permit allocation system built around hurricane evacuation clearance time. Everything about scheduling a project here follows from that.

ROGO and BPAS decide whether a permit can be issued at all

Monroe County and each of its municipalities operate a Rate of Growth Ordinance or Building Permit Allocation System — a competitive, point-scored allocation of a limited number of annual building permits, entirely separate from normal plan review. An awarded allocation has to be converted to an issued building permit within 180 days of the award letter.

Area of Critical State Concern is the reason

The Keys were designated an Area of Critical State Concern in 1975 — unincorporated Monroe, Islamorada, Marathon, Layton and Key Colony Beach — with Key West added in 1984. The allocation caps exist primarily to keep hurricane evacuation clearance time within a legislated limit, not to manage growth in the ordinary sense.

There is no online application portal for the unincorporated county

MCeSearch, which replaced the older eGovPLUS system, is a public search tool for permits, contractors, code cases and property information. It does not accept applications or submittals. Permit applications for unincorporated Monroe County go in by drop-off, mail or in person.

The highest NFIP participation in Florida

Monroe carries roughly 30,000 NFIP policies covering more than $7.5 billion in insured value, the highest rate of participation of any Florida county. Unincorporated Monroe participates in the Community Rating System, giving policyholders there a 35% discount — which is also why floodplain compliance is enforced tightly.

Not HVHZ, despite the exposure

High-Velocity Hurricane Zone status is limited by statute to Miami-Dade and Broward. Monroe is not HVHZ. It is within the wind-borne debris region and carries some of the higher ultimate design wind speeds in the state, and the figure for a given parcel has to be confirmed from the adopted maps or the authority having jurisdiction.

Filing with Monroe County Building Department

Unincorporated Monroe County submittals go through MCeSearch — a search tool only; applications are not submitted online.

A Keys project is planned backwards from the allocation, not from the drawing set. Filing for unincorporated Monroe is done on paper, in person or by mail.

Contractor registration in Monroe County

Key West requires a local competency card for specialty trades — drywall, masonry, roofing, electrical, HVAC, plumbing and others — in addition to the state licence, with testing administered through Monroe County's contractor licence coordinator rather than by the city.
