Two things make Pinellas different: the county department acts as the building department for several small cities, and a separate county licensing board has survived alongside state licensure.

The county permits six municipalities directly

Pinellas County's Building and Development Review Services Department provides permits, inspections and code services for unincorporated Pinellas plus six partner communities — Belleair Beach, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar and Safety Harbor. The larger cities run independent departments.

PCCLB still licenses specialty trades

The Pinellas County Construction Licensing Board historically issued its own local contractor certifications. State-certified contractors no longer have to register with PCCLB — verification runs through MyFloridaLicense — but PCCLB continues to license certain locally regulated specialty trades, and those licensees can work across numerous Pinellas municipalities.

Historic preservation review sits ahead of permitting

The county maintains a Historic Preservation programme with a Certificate of Appropriateness process and a Historic Preservation Board for designated local landmarks and historic properties. That review sits outside, and typically has to precede, the building permit submittal.

An old, dense, built-out housing stock

The permit mix skews heavily to renovation, reroofing and window and door replacement, multifamily and condominium repair, recertification and wind-mitigation retrofit, and coastal single-family remodel work on both the Gulf beaches and the Tampa Bay side.

Not HVHZ, despite coastline on two sides

High-Velocity Hurricane Zone status applies by statute only to Miami-Dade and Broward. Pinellas is not HVHZ even with dense exposure on both the Gulf and the bay.

In Pinellas the first question is whether the city permits itself or whether the county does it for them, because six of them do not run their own department. On designated historic property the Certificate of Appropriateness has to be settled before the building submittal, and on specialty trade work we confirm whether PCCLB licensing applies.

Contractor registration in Pinellas County

PCCLB locally licenses certain specialty contractor categories in addition to state licensure, although state-certified contractors no longer separately register with it. Largo adds its own city registration on top, with annual expiry aligned to the PCCLB cycle.
