Permit Expediting in Duval County
There is no Duval County building department. City and county consolidated in 1968, so one office reviews the whole consolidated area — except the four municipalities that never joined, which run their own.
How consolidation changes permitting here
Duval is the one Florida county where “city or county?” is the wrong question for most of the map and exactly the right question for the Beaches.
One department for the consolidated jurisdiction
Jacksonville and Duval County consolidated in 1968, so the City of Jacksonville Building Inspection Division, under Public Works, is the building authority for the consolidated area. There is no separate county department to file with, and searching for one wastes a day.
Four municipalities sit outside consolidation
Jacksonville Beach, Atlantic Beach, Neptune Beach and the Town of Baldwin are inside Duval County's boundaries but outside the consolidated government, and each permits separately. Jacksonville Beach runs its own Building Inspection Division using the COAST application and inspection tool; Atlantic Beach and Neptune Beach run their own as well. A contractor working the Beaches deals with three separate departments in about eight miles.
Electronic submittal is mandatory
The city states that online electronic permit submission through JaxEPICS is required for all permit types. There is no paper path to fall back on.
Two elevation certificates, not one
For property in any special flood hazard area — any flood zone other than X — Jacksonville requires two FEMA Elevation Certificates prepared by a surveyor: one at finished-floor completion and one at final construction completion. Budgeting for one is a standard scheduling mistake here.
St. Johns River Water Management District
Duval falls under SJRWMD rather than the Southwest or South Florida districts, which changes the stormwater and Environmental Resource Permit pathway for any meaningful site work.

The consolidated government covers most of the county. These four do not, and their requirements do not track Jacksonville's.

Unincorporated Duval County submittals go through JaxEPICS.
A Duval filing goes into JaxEPICS electronically or it does not go in. On any parcel outside flood zone X we plan for both elevation certificates from the start, and on anything east of the Intracoastal we confirm first whether the address is Jacksonville or one of the three Beaches cities, because that decides everything else.
Contractor registration in Duval County
The Building Inspection Division publishes a contractor licence and complaint search, but a separate local registration requirement beyond state licensure is not documented in its published guidance. We confirm current requirements with the division rather than assume either way.
